Oteran, part of Lohkare Infra, to deliver major S2 quay project at the Port of Turku

Oteran Oy, part of Lohkare Infra, and Port of Turku have signed a contract for the S2 quay project as part of the Ferry Terminal Turku (FTT) project. The contract covers the renovation of the quay and the construction of an associated passenger walkway. Work began in late September marking a significant step in the redevelopment of Turku’s passenger harbour.

Oteran is the main contractor for the redevelopment of the second quay (S2) at the Fregatti terminal. The work forms part of the Ferry Terminal Turku project, which involves extensive redevelopment of the port area throughout the 2020s and 2030s.

The EUR 172 million investment in the port area covers a new shared terminal, quays and apron areas. In addition, the City of Turku is investing in associated traffic arrangements. The redevelopment aims to improve the functionality of the passenger harbour and ensure smoother movement for passengers and traffic.

“The second quay (S2) at the Fregatti terminal is a key component of the Ferry Terminal Turku complex, and the commencement of this contract marks an important step in the progress of the entire project. We are carrying out this phase with an experienced partner. Construction will take place within an active port environment, which requires seamless co-operation among all parties. Our shared goal is to ensure that port operations continue to run smoothly while we build the passenger port of the future,” says Minna Pirkkanen, CEO of the Port of Turku.

Demanding marine construction in an operational harbour

The S2 quay, currently used by Tallink Silja, will primarily serve Viking Line in the future. The quay will undergo comprehensive renovation over a length of 220 metres, and automated mooring systems will be installed.

The new quay structure will be founded on steel pipe piles and built using cast-in-place concrete. Nearly 40 kilometres of piling will be carried out, both on land and into the sea from a barge. Individual piles will be approximately 45–50 metres long, and around 15,000 cubic metres of concrete will be poured into the quay structures.

The contract also includes the design and construction of the passenger access bridge serving the S2 quay, three boarding bridges, a main deck ramp and a side ramp.

Jukka Seeslinna, CEO of Oteran Oy, describes the project as an interesting and demanding undertaking from a contractor’s perspective:

“What makes this project special is its scale combined with a tight schedule. The works involve large quantities of piles, steel structures and concrete, making the project technically interesting as well. The design-and-build component covering the steel structures adds a challenging design and delivery element alongside conventional construction contracting, with coordination between the different phases playing a key role. This project gives us the opportunity to deliver complex infrastructure where professional expertise, technical know-how and collaboration will truly be put to the test.
Our co-operation with Port of Turku builds on a strong working relationship established previously. We have delivered projects together before, and now we can continue working with a familiar partner. It is great to work together on this significant project.”

The S2 quay is scheduled for completion in 2028.
